Having a skill at Routine level (20%) means your character is capable of most everyday tasks related to the skill. You’ll still want to roll a skill check if she gets on a horse (she might learn something!), but as long as she doesn’t roll a critical failure she’s not going to randomly fall off—that is, until something spooks the horse.
