Life in a city of some size is never dull. The poor huddle for warmth behind the churches and mansions of the upper crust, thieves and smugglers dodge the king’s guards, merchants hunt for the perfect bargain, and most people simply try to survive.

A cat, weasel, or other small mammal is doing something odd; carrying a cup of milk, trying to steal a purse, dragging a newspaper after itself, etc. The animal is a witch or sorcerer’s familiar, and it has been sent out to fetch this item.
A merchant attempts to hire passers-by to carry crates to his warehouse after his regular work crew quit. Did the merchant not pay them? Is the merchant going to pay the heroes if they do the workers’ job for them?
A couple of armed characters go about looking carefully at people at an inn or guest house, or in the street. They are bounty hunters or mercenaries, and whoever they are looking for probably does not wish to be found.
A magical mishap nearby renders a random person in the street able to tell living from undead for 2d10 hours ahead; if her gaze falls on an undead creature she instinctively perceives its unnatural condition. Cue random citizen suddenly pointing at other random citizen, screaming, dropping her basket and running for her life while screaming about vampires, zombies, and the dead rising to walk among the living. Bonus points if the person being thus identified as undead is in fact the victim of another spell mishap causing her read as undead to spells such as Truesight for 3d10 days.
Magical mishaps happen to non-player characters too. A random person in town has purchased a potion off a neighbourhood alchemist, but is not aware that the potion comes with a random spell fumble when consumed. Bonus points if the potion doesn’t even do what it says on the label – this is how you get lycanthropes running wild in the street, pursued by flocks of ravens or lute players in colourful costumes.
